Abstract
This Toolkit documents principles, techniques, and strategies that are used in workforce recruitment, development, and retention. The report includes a companion document, "Communications Strategy and Implementation Plan, Positioning the Public Transportation Operating Agency as an Employer of Choice," that describes strategies and solutions that offer the greatest potential for positioning public transportation operating agencies as an employer of choice. The Toolkit will assist transportation policy-makers and practitioners in implementing more effective human resources business-planning processes.
