The report summarizes the experiences of agencies that vary in size, union affiliation, and operating conditions. It provides descriptions of successful programs and creative modifications to existing programs. This report integrates information from several sources. It is based on data collected from a review of the relevant literature and a survey of transit agencies. Information was provided by 26 transit agencies.
