Abstract
Transit-Oriented Development (TOD) addresses urban congestion and environmental degradation, but traditional Node-Place models often neglect pedestrians’ perceptions, limiting their ability to tailor TOD strategies to local characteristics. We introduce an perceptual quality performance (PQP) dimension, extending the Node-Place model into a Node-Place-Perceptual Quality Performance (NPPQP) model. This PQP dimension integrates three-dimensional objective microenvironmental data and links to pedestrians’ sensory perceptions to quantify the environment’s capacity in enabling high-quality perceptual comfort, particularly in cold regions. Using literature review, expert interviews, and entropy weighting, we established an indicator system and classified 111 metro stations in Shenyang, China, via clustering analysis. Results reveal low environmental perception levels in station areas. The NPPQP model identifies TOD risks and development potential, revealing Shenyang’s monocentric TOD pattern with higher environmental quality in sub-centers. Our model complements the Node-Place model by capturing environmental factors critical to pedestrian satisfaction, offering a comprehensive framework for cold-region urban planning.
